This prophecy has been partially fulfilled in the restoration of the Hebrew language to Israel.  But its final, ultimate fulfillment will come when Hebrew becomes the one and only language of the entire world as all others will be discarded or no longer used.  The likely time when this will see final fulfillment is the Millennial Kingdom.
