This prophecy speaks of the ultimate final destruction of Babylon as hinted at in the 7th bowl judgment, and then expanded upon in detail in verses 17 and 18 of Revelation. At this point the AntiChrist will be driven out of his capital city, which will either be known literally as Babylon, or perhaps figuratively should it officially have a different name at the time, and sent across the middle east in a rage. As he's fleeing, the city will be destroyed behind him in quite spectacular fashion such that people way out to sea will witness its destruction which will occur in such a way that it'll never be inhabited ever again.
