This prophecy is about major cutbacks in the size of the US military.  This is already underway.  America will also be forced to close bases and bring all of its troops home to save money.  This too is already happening as we are already closing bases all over the world.  There's also the possibility that the crisis will grow great enough that we'll even have to mothball our fleet as we won't be able to afford to send our ships to sea anymore.
