According to this brief prophecy, which is still vague in its nature, there will come a time when, due to social, economical (most likely) and/or political issues will force Canada, the USA, and Mexico to discuss joining together as one great big continental superpower.  It doesn't say if this will happen, only that it is discussed at some point as an act of desperation.  The most likely time when this will happen is during the Tribulation when the 10 regions, or 10 kings, rise up to power under the AntiChrist.
