This prophecy details a time in history when the entire world will cry out "peace and safety!" but will instead suffer horrible, terrible destruction.  That doesn't mean that all wars will have ended and there will be true peace.  This will very much be a false peace created only in the minds of those wishing for peace, but not finding it in a tumultuous, war torn world.  And at the peek of this period, when they are all issuing this cry of "peace and safety", then God will send a calamity on them described in scripture as "sudden destruction" to judge them for their foolishness.
